AtmidnightwhenIfinishedreading20xx:ASpaceOdyssey,Iwalkedoutofthehouseandstaredatthestarrysky.Iwasabletoseethegalaxy,thankstotheunpollutedskyofChinabackthen.Thatnight,Inoticedthatthestarryskylookednothinglikebefore.Forthefirsttimeinmylife,Iwasawedbythemagnitudeandmysteryofouruniverse,thefeelingwhichyouonlygetfacingreligion.Lateron,thenovelRendezvousWithRamastunnedmebyshowinghowimaginationcouldbuildalifelike,fantasticworld.ItwasArthurClarkewhoopenedupthisworldoffeelingstome,andwhopavedmywaytobecomeasci-fiwriter.

Today,morethan30yearslater,itgraduallydawnsonmethatpeoplelikeme,whowereborninthe1960sinChina,areprobablytheluckiestpeopleinhumanhistory.Nogenerationislikeus,nogenerationhasbeenabletowitnesssuchtremendouschangesintheworldaroundus.Theworldwearelivingintodayiscompletelydifferentfromthatofourchildhood.Andsuchchangesaretakingplacewithevengreaterspeed.

Chinaisahighlyfuturisticcountry.ItistruethatthefutureofChinamaybefullofchallengesandrisks,butneverhasthiscountrybeensoattractiveliketoday.Thisrealityprovidesfertilesoilforthegrowthofsciencefiction,anditisenjoyingunprecedentedattentioninthecountry.AsaChinesesci-fiauthor,whowasborninthe1960s,I’mtheluckiestfromtheluckiestgeneration.

Iremember14yearsago,whenIfirstcametoHannover,ItrytorentasmallboothtoselltheChineseproductstothewestandtotheEurope,That’sbeenalongtimetolookingforthebooth,andatthattimeHannoverwasnotthatprosperious,butthefairwasverysuccessful.

记得20xx年以前,我第一次来到汉诺威时,我们试着租了一个小小的展位来出售中国产品到西方,到欧洲。当时花了很长时间找展位,而汉诺威也远不如现在这么繁荣。

ITtechnologyanddigitaltechnology,isnotthetechnologydifference,isthedifferencesofthewaypeoplethink,thewaypeopleduewiththeworld.

我认为,互联网必须找到那个缺失的部分。这个缺失的部分就是鼠标和水泥携手合作,找到一个方法让互联网经济和实体经济能够结合。只有当鼠标和水泥结合时,互联网公司才能活下来,才能开心的活30年。

Ialsounderstandthatbecauseit’sanelectionseason,expectationsforwhatwe’llachievethisyeararelow.Still,Mr.Speaker,Iappreciatetheconstructiveapproachyouandtheotherleaderstookattheendoflastyeartopassabudgetandmaketaxcutspermanentforworkingfamilies.SoIhopewecanworktogetherthisyearonbipartisanprioritieslikecriminaljusticereform,andhelpingpeoplewhoarebattlingprescriptiondrugabuse.Wejustmightsurprisethecynicsagain.

Butformyfinaladdresstothischamber,Idon’twanttotalkjustaboutthenextyear.Iwanttofocusonthenextfiveyears,tenyears,andbeyond.

Iwanttofocusonourfuture.

Weliveinatimeofextraordinarychange–changethat’sreshapingthewaywelive,thewaywework,ourplanetandourplaceintheworld.It’schangethatpromisesamazingmedicalbreakthroughs,butalsoeconomicdisruptionsthatstrainworkingfamilies.Itpromiseseducationforgirlsinthemostremotevillages,butalsoconnectsterroristsplottinganoceanaway.It’schangethatcanbroadenopportunity,orwideninequality.Andwhetherwelikeitornot,thepaceofthischangewillonlyaccelerate.

Americahasbeenthroughbigchangesbefore–warsanddepression,theinfluxofimmigrants,workersfightingforafairdeal,andmovementstoexpandcivilrights.Eachtime,therehavebeenthosewhotoldustofearthefuture;whoclaimedwecouldslamthebrakesonchange,promisingtorestorepastgloryifwejustgotsomegrouporideathatwasthreateningAmericaundercontrol.Andeachtime,weovercamethosefears.Wedidnot,inthewordsofLincoln,adheretothe“dogmasofthequietpast.”Insteadwethoughtanew,andactedanew.Wemadechangeworkforus,alwaysextendingAmerica’spromiseoutward,tothenextfrontier,tomoreandmorepeople.Andbecausewedid–becausewesawopportunitywhereotherssawonlyperil–weemergedstrongerandbetterthanbefore.

Whatwastruethencanbetruenow.Ouruniquestrengthsasanation–ouroptimismandworkethic,ourspiritofdiscoveryandinnovation,ourdiversityandcommitmenttotheruleoflaw–thesethingsgiveuseverythingweneedtoensureprosperityandsecurityforgenerationstocome.

Infact,it’sthatspiritthatmadetheprogressofthesepastsevenyearspossible.It’showwerecoveredfromtheworsteconomiccrisisingenerations.It’showwereformedourhealthcaresystem,andreinventedourenergysector;howwedeliveredmorecareandbenefitstoourtroopsandveterans,andhowwesecuredthefreedomineverystatetomarrythepersonwelove.

Butsuchprogressisnotinevitable.Itistheresultofchoiceswemaketogether.Andwefacesuchchoicesrightnow.Willwerespondtothechangesofourtimewithfear,turninginwardasanation,andturningagainsteachotherasapeople?Orwillwefacethefuturewithconfidenceinwhoweare,whatwestandfor,andtheincrediblethingswecandotogether?

Solet’stalkaboutthefuture,andfourbigquestionsthatweasacountryhavetoanswer–regardlessofwhothenextPresidentis,orwhocontrolsthenextCongress.

First,howdowegiveeveryoneafairshotatopportunityandsecurityinthisneweconomy?

Second,howdowemaketechnologyworkforus,andnotagainstus–especiallywhenitcomestosolvingurgentchallengeslikeclimatechange?

Third,howdowekeepAmericasafeandleadtheworldwithoutbecomingitspoliceman?

Andfinally,howcanwemakeourpoliticsreflectwhat’sbestinus,andnotwhat’sworst?

Letmestartwiththeeconomy,andabasicfact:theUnitedStatesofAmerica,rightnow,hasthestrongest,mostdurableeconomyintheworld.We’reinthemiddleofthelongeststreakofprivate-sectorjobcreationinhistory.Morethan14millionnewjobs;thestrongesttwoyearsofjobgrowthsincethe‘90s;anunemploymentratecutinhalf.Ourautoindustryjusthaditsbestyearever.Manufacturinghascreatednearly900,000newjobsinthepastsixyears.Andwe’vedoneallthiswhilecuttingourdeficitsbyalmostthree-quarters.

AnyoneclaimingthatAmerica’seconomyisindeclineispeddlingfiction.Whatistrue–andthereasonthatalotofAmericansfeelanxious–isthattheeconomyhasbeenchanginginprofoundways,changesthatstartedlongbeforetheGreatRecessionhitandhaven’tletup.Today,technologydoesn’tjustreplacejobsontheassemblyline,butanyjobwhereworkcanbeautomated.Companiesinaglobaleconomycanlocateanywhere,andfacetoughercompetition.Asaresult,workershavelessleverageforaraise.Companieshavelessloyaltytotheircommunities.Andmoreandmorewealthandincomeisconcentratedattheverytop.

Allthesetrendshavesqueezedworkers,evenwhentheyhavejobs;evenwhentheeconomyisgrowing.It’smadeitharderforahardworkingfamilytopullitselfoutofpoverty,harderforyoungpeopletostartontheircareers,andtougherforworkerstoretirewhentheywantto.AndalthoughnoneofthesetrendsareuniquetoAmerica,theydooffendouruniquelyAmericanbeliefthateverybodywhoworkshardshouldgetafairshot.

Forthepastsevenyears,ourgoalhasbeenagrowingeconomythatworksbetterforeverybody.We’vemadeprogress.Butweneedtomakemore.Anddespiteallthepoliticalargumentswe’vehadthesepastfewyears,therearesomeareaswhereAmericansbroadlyagree.

Ofcourse,agreateducationisn’tallweneedinthisneweconomy.Wealsoneedbenefitsandprotectionsthatprovideabasicmeasureofsecurity.Afterall,it’snotmuchofastretchtosaythatsomeoftheonlypeopleinAmericawhoaregoingtoworkthesamejob,inthesameplace,withahealthandretirementpackage,for30years,aresittinginthischamber.Foreveryoneelse,especiallyfolksintheirfortiesandfifties,savingforretirementorbouncingbackfromjoblosshasgottenalottougher.Americansunderstandthatatsomepointintheircareers,theymayhavetoretoolandretrain.Buttheyshouldn’tlosewhatthey’vealreadyworkedsohardtobuild.

Now,I’mguessingwewon’tagreeonhealthcareanytimesoon.Butthereshouldbeotherwaysbothpartiescanimproveeconomicsecurity.SayahardworkingAmericanloseshisjob–weshouldn’tjustmakesurehecangetunemploymentinsurance;weshouldmakesurethatprogramencourageshimtoretrainforabusinessthat’sreadytohirehim.Ifthatnewjobdoesn’tpayasmuch,thereshouldbeasystemofwageinsuranceinplacesothathecanstillpayhisbills.Andevenifhe’sgoingfromjobtojob,heshouldstillbeabletosaveforretirementandtakehissavingswithhim.That’sthewaywemaketheneweconomyworkbetterforeveryone.

IalsoknowSpeakerRyanhastalkedabouthisinterestintacklingpoverty.Americaisaboutgivingeverybodywillingtoworkahandup,andI’dwelcomeaseriousdiscussionaboutstrategieswecanallsupport,likeexpandingtaxcutsforlow-incomeworkerswithoutkids.

Butthereareotherareaswhereit’sbeenmoredifficulttofindagreementoverthelastsevenyears–namelywhatrolethegovernmentshouldplayinmakingsurethesystem’snotriggedinfavorofthewealthiestandbiggestcorporations.Andhere,theAmericanpeoplehaveachoicetomake.

Ibelieveathrivingprivatesectoristhelifebloodofoureconomy.Ithinkthereareoutdatedregulationsthatneedtobechanged,andthere’sredtapethatneedstobecut.Butafteryearsofrecordcorporateprofits,workingfamilieswon’tgetmoreopportunityorbiggerpaychecksbylettingbigbanksorbigoilorhedgefundsmaketheirownrulesattheexpenseofeveryoneelse;orbyallowingattacksoncollectivebargainingtogounanswered.FoodStamprecipientsdidn’tcausethefinancialcrisis;recklessnessonWallStreetdid.Immigrantsaren’tthereasonwageshaven’tgoneupenough;thosedecisionsaremadeintheboardroomsthattoooftenputquarterlyearningsoverlong-termreturns.It’ssurenottheaveragefamilywatchingtonightthatavoidspayingtaxesthroughoffshoreaccounts.Inthisneweconomy,workersandstart-upsandsmallbusinessesneedmoreofavoice,notless.Therulesshouldworkforthem.AndthisyearIplantoliftupthemanybusinesseswho’vefiguredoutthatdoingrightbytheirworkersendsupbeinggoodfortheirshareholders,theircustomers,andtheircommunities,sothatwecanspreadthosebestpracticesacrossAmerica.

Sixtyyearsago,whentheRussiansbeatusintospace,wedidn’tdenySputnikwasupthere.Wedidn’targueaboutthescience,orshrinkourresearchanddevelopmentbudget.Webuiltaspaceprogramalmostovernight,andtwelveyearslater,wewerewalkingonthemoon.

Sevenyearsago,wemadethesinglebiggestinvestmentincleanenergyinourhistory.Herearetheresults.InfieldsfromIowatoTexas,windpowerisnowcheaperthandirtier,conventionalpower.OnrooftopsfromArizonatoNewYork,solarissavingAmericanstensofmillionsofdollarsayearontheirenergybills,andemploysmoreAmericansthancoal–injobsthatpaybetterthanaverage.We’retakingstepstogivehomeownersthefreedomtogenerateandstoretheirownenergy–somethingenvironmentalistsandTeaPartiershaveteameduptosupport.Meanwhile,we’vecutourimportsofforeignoilbynearlysixtypercent,andcutcarbonpollutionmorethananyothercountryonEarth.

Gasundertwobucksagallonain’tbad,either.

Nowwe’vegottoacceleratethetransitionawayfromdirtyenergy.Ratherthansubsidizethepast,weshouldinvestinthefuture–especiallyincommunitiesthatrelyonfossilfuels.That’swhyI’mgoingtopushtochangethewaywemanageouroilandcoalresources,sothattheybetterreflectthecoststheyimposeontaxpayersandourplanet.Thatway,weputmoneybackintothosecommunitiesandputtensofthousandsofAmericanstoworkbuildinga21stcenturytransportationsystem.

Noneofthiswillhappenovernight,andyes,thereareplentyofentrenchedinterestswhowanttoprotectthestatusquo.Butthejobswe’llcreate,themoneywe’llsave,andtheplanetwe’llpreserve–that’sthekindoffutureourkidsandgrandkidsdeserve.

Climatechangeisjustoneofmanyissueswhereoursecurityislinkedtotherestoftheworld.Andthat’swhythethirdbigquestionwehavetoanswerishowtokeepAmericasafeandstrongwithouteitherisolatingourselvesortryingtonation-buildeverywherethere’saproblem.

ItoldyouearlierallthetalkofAmerica’seconomicdeclineispoliticalhotair.Well,soisalltherhetoricyouhearaboutourenemiesgettingstrongerandAmericagettingweaker.TheUnitedStatesofAmericaisthemostpowerfulnationonEarth.Period.It’snotevenclose.Wespendmoreonourmilitarythanthenexteightnationscombined.Ourtroopsarethefinestfightingforceinthehistoryoftheworld.Nonationdarestoattackusorouralliesbecausetheyknowthat’sthepathtoruin.SurveysshowourstandingaroundtheworldishigherthanwhenIwaselectedtothisoffice,andwhenitcomestoeveryimportantinternationalissue,peopleoftheworlddonotlooktoBeijingorMoscowtolead–theycallus.

Assomeonewhobeginseverydaywithanintelligencebriefing,Iknowthisisadangeroustime.Butthat’snotbecauseofdiminishedAmericanstrengthorsomeloomingsuperpower.Intoday’sworld,we’rethreatenedlessbyevilempiresandmorebyfailingstates.TheMiddleEastisgoingthroughatransformationthatwillplayoutforageneration,rootedinconflictsthatdatebackmillennia.EconomicheadwindsblowfromaChineseeconomyintransition.Evenastheireconomycontracts,RussiaispouringresourcestopropupUkraineandSyria–statestheyseeslippingawayfromtheirorbit.AndtheinternationalsystemwebuiltafterWorldWarIIisnowstrugglingtokeeppacewiththisnewreality.

It’suptoustohelpremakethatsystem.Andthatmeanswehavetosetpriorities.

PrioritynumberoneisprotectingtheAmericanpeopleandgoingafterterroristnetworks.BothalQaedaandnowISILposeadirectthreattoourpeople,becauseintoday’sworld,evenahandfulofterroristswhoplacenovalueonhumanlife,includingtheirown,candoalotofdamage.TheyusetheInternettopoisonthemindsofindividualsinsideourcountry;theyundermineourallies.

ButaswefocusondestroyingISIL,over-the-topclaimsthatthisisWorldWarIIIjustplayintotheirhands.Massesoffightersonthebackofpickuptrucksandtwistedsoulsplottinginapartmentsorgaragesposeanenormousdangertociviliansandmustbestopped.Buttheydonotthreatenournationalexistence.That’sthestoryISILwantstotell;that’sthekindofpropagandatheyusetorecruit.Wedon’tneedtobuildthemuptoshowthatwe’reserious,nordoweneedtopushawayvitalalliesinthisfightbyechoingtheliethatISILisrepresentativeofoneoftheworld’slargestreligions.Wejustneedtocallthemwhattheyare–killersandfanaticswhohavetoberootedout,hunteddown,anddestroyed.

That’sexactlywhatwearedoing.Formorethanayear,Americahasledacoalitionofmorethan60countriestocutoffISIL’sfinancing,disrupttheirplots,stoptheflowofterroristfighters,andstampouttheirviciousideology.Withnearly10,000airstrikes,wearetakingouttheirleadership,theiroil,theirtrainingcamps,andtheirweapons.Wearetraining,arming,andsupportingforceswhoaresteadilyreclaimingterritoryinIraqandSyria.

IfthisCongressisseriousaboutwinningthiswar,andwantstosendamessagetoourtroopsandtheworld,youshouldfinallyauthorizetheuseofmilitaryforceagainstISIL.Takeavote.ButtheAmericanpeopleshouldknowthatwithorwithoutCongressionalaction,ISILwilllearnthesamelessonsasterroristsbeforethem.IfyoudoubtAmerica’scommitment–ormine–toseethatjusticeisdone,askOsamabinLaden.AsktheleaderofalQaedainYemen,whowastakenoutlastyear,ortheperpetratoroftheBenghaziattacks,whositsinaprisoncell.WhenyoucomeafterAmericans,wegoafteryou.Itmaytaketime,butwehavelongmemories,andourreachhasnolimit.
