Thisisnotafiresidechatonwar.Itisatalkonnationalsecurity;becausethenubofthewholepurposeofyourPresidentistokeepyounow,andyourchildrenlater,andyourgrandchildrenmuchlater,outofalast-ditchwarforthepreservationofAmericanindependence,andallofthethingsthatAmericanindependencemeanstoyouandtomeandtoours.
Tonight,inthepresenceofaworldcrisis,mymindgoesbackeightyearstoanightinthemidstofadomesticcrisis.ItwasatimewhenthewheelsofAmericanindustryweregrindingtoafullstop,whenthewholebankingsystemofourcountryhadceasedtofunction.IwellrememberthatwhileIsatinmystudyintheWhiteHouse,preparingtotalkwiththepeopleoftheUnitedStates,IhadbeforemyeyesthepictureofallthoseAmericanswithwhomIwastalking.Isawtheworkmeninthemills,themines,thefactories,thegirlbehindthecounter,thesmallshopkeeper,thefarmerdoinghisspringplowing,thewidowsandtheoldmenwonderingabouttheirlife'ssavings.ItriedtoconveytothegreatmassofAmericanpeoplewhatthebankingcrisismeanttothemintheirdailylives.
Tonight,Iwanttodothesamething,withthesamepeople,inthisnewcrisiswhichfacesAmerica.Wemettheissueof1933withcourageandrealism.Wefacethisnewcrisis,thisnewthreattothesecurityofournation,withthesamecourageandrealism.NeverbeforesinceJamestownandPlymouthRockhasourAmericancivilizationbeeninsuchdangerasnow.ForonSeptember27th,1940--thisyear--byanagreementsignedinBerlin,threepowerfulnations,twoinEuropeandoneinAsia,joinedthemselvestogetherinthethreatthatiftheUnitedStatesofAmericainterferedwithorblockedtheexpansionprogramofthesethreenations--aprogramaimedatworldcontrol--theywoulduniteinultimateactionagainsttheUnitedStates.
TheNazimastersofGermanyhavemadeitclearthattheyintendnotonlytodominatealllifeandthoughtintheirowncountry,butalsotoenslavethewholeofEurope,andthentousetheresourcesofEuropetodominatetherestoftheworld.Itwasonlythreeweeksagothattheirleaderstatedthis:"Therearetwoworldsthatstandopposedtoeachother."Andthenindefiantreplytohisopponentshesaidthis:"Othersarecorrectwhentheysay:'Withthisworldwecannoteverreconcileourselves.'''Icanbeatanyotherpowerintheworld."SosaidtheleaderoftheNazis.
Inotherwords,theAxisnotmerelyadmitsbuttheAxisproclaimsthattherecanbenoultimatepeacebetweentheirphilosophy--theirphilosophyofgovernment--andourphilosophyofgovernment.Inviewofthenatureofthisundeniablethreat,itcanbeasserted,properlyandcategorically,thattheUnitedStateshasnorightorreasontoencouragetalkofpeaceuntilthedayshallcomewhenthereisaclearintentiononthepartoftheaggressornationstoabandonallthoughtofdominatingorconqueringtheworld.
AtthismomenttheforcesoftheStatesthatareleaguedagainstallpeopleswholiveinfreedomarebeingheldawayfromourshores.TheGermansandtheItaliansarebeingblockedontheothersideoftheAtlanticbytheBritishandbytheGreeks,andbythousandsofsoldiersandsailorswhowereabletoescapefromsubjugatedcountries.InAsiatheJapanesearebeingengagedbytheChinesenationinanothergreatdefense.InthePacificOceanisourfleet.
SomeofourpeopleliketobelievethatwarsinEuropeandinAsiaareofnoconcerntous.ButitisamatterofmostvitalconcerntousthatEuropeanandAsiaticwar-makersshouldnotgaincontroloftheoceanswhichleadtothishemisphere.OnehundredandseventeenyearsagotheMonroeDoctrinewasconceivedbyourgovernmentasameasureofdefenseinthefaceofathreatagainstthishemispherebyanallianceinContinentalEurope.Thereafter,westoodguardintheAtlantic,withtheBritishasneighbors.Therewasnotreaty.Therewasno"unwrittenagreement."Andyettherewasthefeeling,provencorrectbyhistory,thatweasneighborscouldsettleanydisputesinpeacefulfashion.AndthefactisthatduringthewholeofthistimetheWesternHemispherehasremainedfreefromaggressionfromEuropeorfromAsia.
DoesanyoneseriouslybelievethatweneedtofearattackanywhereintheAmericaswhileafreeBritainremainsourmostpowerfulnavalneighborintheAtlantic?Anddoesanyoneseriouslybelieve,ontheotherhand,thatwecouldresteasyiftheAxispowerswereourneighborsthere?IfGreatBritaingoesdown,theAxispowerswillcontroltheContinentsofEurope,Asia,Africa,Austral-Asia,andthehighseas.Andtheywillbeinapositiontobringenormousmilitaryandnavalresourcesagainstthishemisphere.ItisnoexaggerationtosaythatallofusinalltheAmericaswouldbelivingatthepointofagun--agunloadedwithexplosivebullets,economicaswellasmilitary.Weshouldenteruponanewandterribleerainwhichthewholeworld,ourhemisphereincluded,wouldberunbythreatsofbruteforce.Andtosurviveinsuchaworld,wewouldhavetoconvertourselvespermanentlyintoamilitaristicpoweronthebasisofwareconomy.
SomeofusliketobelievethatevenifBritainfalls,wearestillsafe,becauseofthebroadexpanseoftheAtlanticandofthePacific.Butthewidthofthoseoceansisnotwhatitwasinthedaysofclipperships.AtonepointbetweenAfricaandBrazilthedistanceislessthanitisfromWashingtontoDenver,Colorado,fivehoursforthelatesttypeofbomber.AndatthenorthendofthePacificOcean,AmericaandAsiaalmosttoucheachother.Why,eventodaywehaveplanesthatcouldflyfromtheBritishIslestoNewEnglandandbackagainwithoutrefueling.Andrememberthattherangeofthemodernbomberiseverbeingincreased.
Duringthepastweekmanypeopleinallpartsofthenationhavetoldmewhattheywantedmetosaytonight.Almostallofthemexpressedacourageousdesiretoheartheplaintruthaboutthegravityofthesituation.Onetelegram,however,expressedtheattitudeofthesmallminoritywhowanttoseenoevilandhearnoevil,eventhoughtheyknowintheirheartsthatevilexists.ThattelegrambeggedmenottotellagainoftheeasewithwhichourAmericancitiescouldbebombedbyanyhostilepowerwhichhadgainedbasesinthisWesternHemisphere.Thegistofthattelegramwas:"Please,Mr.President,don'tfrightenusbytellingusthefacts."Franklyanddefinitelythereisdangerahead--dangeragainstwhichwemustprepare.Butwewellknowthatwecannotescapedanger,orthefearofdanger,bycrawlingintobedandpullingthecoversoverourheads.
SomenationsofEuropewereboundbysolemnnoninterventionpactswithGermany.OthernationswereassuredbyGermanythattheyneedneverfearinvasion.Noninterventionpactornot,thefactremainsthattheywereattacked,overrun,thrownintomodernslaveryatanhour'snotice--orevenwithoutanynoticeatall.Asanexiledleaderofoneofthesenationssaidtometheotherday,"Thenoticewasaminusquantity.ItwasgiventomygovernmenttwohoursafterGermantroopshadpouredintomycountryinahundredplaces."ThefateofthesenationstellsuswhatitmeanstoliveatthepointofaNazigun.
TheNazishavejustifiedsuchactionsbyvariouspiousfrauds.Oneofthesefraudsistheclaimthattheyareoccupyinganationforthepurposeof"restoringorder."Anotheristhattheyareoccupyingorcontrollinganationontheexcusethattheyare"protectingit"againsttheaggressionofsomebodyelse.Forexample,GermanyhassaidthatshewasoccupyingBelgiumtosavetheBelgiansfromtheBritish.WouldshethenhesitatetosaytoanySouthAmericancountry:"WeareoccupyingyoutoprotectyoufromaggressionbytheUnitedStates"?BelgiumtodayisbeingusedasaninvasionbaseagainstBritain,nowfightingforitslife.AndanySouthAmericancountry,inNazihands,wouldalwaysconstituteajumpingoffplaceforGermanattackonanyoneoftheotherrepublicsofthishemisphere.
AnalyzeforyourselvesthefutureoftwootherplacesevennearertoGermanyiftheNaziswon.CouldIrelandholdout?WouldIrishfreedombepermittedasanamazingpetexceptioninanunfreeworld?OrtheislandsoftheAzores,whichstillflytheflagofPortugalafterfivecenturies?YouandIthinkofHawaiiasanoutpostofdefenseinthePacific.AndyettheAzoresareclosertoourshoresintheAtlanticthanHawaiiisontheotherside.
TherearethosewhosaythattheAxispowerswouldneverhaveanydesiretoattacktheWesternHemisphere.Thatisthesamedangerousformofwishfulthinkingwhichhasdestroyedthepowersofresistanceofsomanyconqueredpeoples.TheplainfactsarethattheNazishaveproclaimed,timeandagain,thatallotherracesaretheirinferiorsandthereforesubjecttotheirorders.Andmostimportantofall,thevastresourcesandwealthofthisAmericanhemisphereconstitutethemosttemptinglootinalloftheroundworld.
Letusnolongerblindourselvestotheundeniablefactthattheevilforceswhichhavecrushedandunderminedandcorruptedsomanyothersarealreadywithinourowngates.Yourgovernmentknowsmuchaboutthemandeverydayisferretingthemout.Theirsecretemissariesareactiveinourownandinneighboringcountries.Theyseektostirupsuspicionanddissension,tocauseinternalstrife.Theytrytoturncapitalagainstlabor,andviceversa.Theytrytoreawakenlongslumberingracialandreligiousenmitieswhichshouldhavenoplaceinthiscountry.Theyareactiveineverygroupthatpromotesintolerance.Theyexploitfortheirownendsourownnaturalabhorrenceofwar.Thesetrouble-breedershavebutonepurpose.Itistodivideourpeople,todividethemintohostilegroupsandtodestroyourunityandshatterourwilltodefendourselves.
TherearealsoAmericancitizens,manyoftheminhighplaces,who,unwittinglyinmostcases,areaidingandabettingtheworkoftheseagents.IdonotchargetheseAmericancitizenswithbeingforeignagents.ButIdochargethemwithdoingexactlythekindofworkthatthedictatorswantdoneintheUnitedStates.Thesepeoplenotonlybelievethatwecansaveourownskinsbyshuttingoureyestothefateofothernations.Someofthemgomuchfurtherthanthat.TheysaythatwecanandshouldbecomethefriendsandeventhepartnersoftheAxispowers.Someofthemevensuggestthatweshouldimitatethemethodsofthedictatorships.ButAmericansnevercanandneverwilldothat.
TheexperienceofthepasttwoyearshasprovenbeyonddoubtthatnonationcanappeasetheNazis.Nomancantameatigerintoakittenbystrokingit.Therecanbenoappeasementwithruthlessness.Therecanbenoreasoningwithanincendiarybomb.WeknownowthatanationcanhavepeacewiththeNazisonlyatthepriceoftotalsurrender.EventhepeopleofItalyhavebeenforcedtobecomeaccomplicesoftheNazis;butatthismomenttheydonotknowhowsoontheywillbeembracedtodeathbytheirallies.
TheAmericanappeasersignorethewarningtobefoundinthefateofAustria,Czechoslovakia,Poland,Norway,Belgium,theNetherlands,Denmark,andFrance.TheytellyouthattheAxispowersaregoingtowinanyway;thatallofthisbloodshedintheworldcouldbesaved,thattheUnitedStatesmightjustaswellthrowitsinfluenceintothescaleofadictatedpeaceandgetthebestoutofitthatwecan.Theycallita"negotiatedpeace."Nonsense!Isitanegotiatedpeaceifagangofoutlawssurroundsyourcommunityandonthreatofexterminationmakesyoupaytributetosaveyourownskins?Forsuchadictatedpeacewouldbenopeaceatall.Itwouldbeonlyanotherarmistice,leadingtothemostgiganticarmamentraceandthemostdevastatingtradewarsinallhistory.AndintheseconteststheAmericaswouldoffertheonlyrealresistancetotheAxispower.Withalltheirvauntedefficiency,withalltheirparadeofpiouspurposeinthiswar,therearestillintheirbackgroundtheconcentrationcampandtheservantsofGodinchains.
Thehistoryofrecentyearsprovesthattheshootingsandthechainsandtheconcentrationcampsarenotsimplythetransienttoolsbuttheveryaltarsofmoderndictatorships.Theymaytalkofa"neworder"intheworld,butwhattheyhaveinmindisonlyarevivaloftheoldestandtheworsttyranny.Inthatthereisnoliberty,noreligion,nohope.Theproposed"neworder"istheveryoppositeofaUnitedStatesofEuropeoraUnitedStatesofAsia.Itisnotagovernmentbasedupontheconsentofthegoverned.Itisnotaunionofordinary,self-respectingmenandwomentoprotectthemselvesandtheirfreedomandtheirdignityfromoppression.Itisanunholyallianceofpowerandpelftodominateandtoenslavethehumanrace.
TheBritishpeopleandtheiralliestodayareconductinganactivewaragainstthisunholyalliance.Ourownfuturesecurityisgreatlydependentontheoutcomeofthatfight.Ourabilityto"keepoutofwar"isgoingtobeaffectedbythatoutcome.Thinkingintermsoftodayandtomorrow,ImakethedirectstatementtotheAmericanpeoplethatthereisfarlesschanceoftheUnitedStatesgettingintowarifwedoallwecannowtosupportthenationsdefendingthemselvesagainstattackbytheAxisthanifweacquiesceintheirdefeat,submittamelytoanAxisvictory,andwaitourturntobetheobjectofattackinanotherwarlateron.
Ifwearetobecompletelyhonestwithourselves,wemustadmitthatthereisriskinanycoursewemaytake.ButIdeeplybelievethatthegreatmajorityofourpeopleagreethatthecoursethatIadvocateinvolvestheleastrisknowandthegreatesthopeforworldpeaceinthefuture.
ThepeopleofEuropewhoaredefendingthemselvesdonotaskustodotheirfighting.Theyaskusfortheimplementsofwar,theplanes,thetanks,theguns,thefreighterswhichwillenablethemtofightfortheirlibertyandforoursecurity.Emphatically,wemustgettheseweaponstothem,getthemtotheminsufficientvolumeandquicklyenoughsothatweandourchildrenwillbesavedtheagonyandsufferingofwarwhichothershavehadtoendure.
Letnotthedefeatiststellusthatitistoolate.Itwillneverbeearlier.Tomorrowwillbelaterthantoday.
Certainfactsareself-evident.
InamilitarysenseGreatBritainandtheBritishEmpirearetodaythespearheadofresistancetoworldconquest.Andtheyareputtingupafightwhichwillliveforeverinthestoryofhumangallantry.ThereisnodemandforsendinganAmericanexpeditionaryforceoutsideourownborders.Thereisnointentionbyanymemberofyourgovernmenttosendsuchaforce.Youcantherefore,nail,nailanytalkaboutsendingarmiestoEuropeasdeliberateuntruth.Ournationalpolicyisnotdirectedtowardwar.Itssolepurposeistokeepwarawayfromourcountryandawayfromourpeople.
Democracy'sfightagainstworldconquestisbeinggreatlyaided,andmustbemoregreatlyaided,bytherearmamentoftheUnitedStatesandbysendingeveryounceandeverytonofmunitionsandsuppliesthatwecanpossiblysparetohelpthedefenderswhoareinthefrontlines.Anditisnomoreun-neutralforustodothatthanitisforSweden,Russia,andothernationsnearGermanytosendsteelandoreandoilandotherwarmaterialsintoGermanyeverydayintheweek.
Weareplanningourowndefensewiththeutmosturgency,andinitsvastscalewemustintegratethewarneedsofBritainandtheotherfreenationswhichareresistingaggression.Thisisnotamatterofsentimentorofcontroversialpersonalopinion.Itisamatterofrealistic,practicalmilitarypolicy,basedontheadviceofourmilitaryexpertswhoareinclosetouchwithexistingwarfare.ThesemilitaryandnavalexpertsandthemembersoftheCongressandtheAdministrationhaveasingle-mindedpurpose:thedefenseoftheUnitedStates.
Thisnationismakingagreatefforttoproduceeverythingthatisnecessaryinthisemergency,andwithallpossiblespeed.Andthisgreateffortrequiresgreatsacrifice.Iwouldasknoonetodefendademocracywhichinturnwouldnotdefendeveryoneinthenationagainstwantandprivation.Thestrengthofthisnationshallnotbedilutedbythefailureofthegovernmenttoprotecttheeconomicwell-beingofitscitizens.Ifourcapacitytoproduceislimitedbymachines,itmusteverberememberedthatthesemachinesareoperatedbytheskillandthestaminaoftheworkers.
Asthegovernmentisdeterminedtoprotecttherightsoftheworkers,sothenationhasarighttoexpectthatthemenwhomanthemachineswilldischargetheirfullresponsibilitiestotheurgentneedsofdefense.Theworkerpossessesthesamehumandignityandisentitledtothesamesecurityofpositionastheengineerorthemanagerortheowner.Fortheworkersprovidethehumanpowerthatturnsoutthedestroyers,andtheplanes,andthetanks.Thenationexpectsourdefenseindustriestocontinueoperationwithoutinterruptionbystrikesorlockouts.Itexpectsandinsiststhatmanagementandworkerswillreconciletheirdifferencesbyvoluntaryorlegalmeans,tocontinuetoproducethesuppliesthataresosorelyneeded.Andontheeconomicsideofourgreatdefenseprogram,weare,asyouknow,bendingeveryefforttomaintainstabilityofpricesandwiththatthestabilityofthecostofliving.
NinedaysagoIannouncedthesettingupofamoreeffectiveorganizationtodirectourgiganticeffortstoincreasetheproductionofmunitions.Theappropriationofvastsumsofmoneyandawell-coordinatedexecutivedirectionofourdefenseeffortsarenotinthemselvesenough.Guns,planes,shipsandmanyotherthingshavetobebuiltinthefactoriesandthearsenalsofAmerica.Theyhavetobeproducedbyworkersandmanagersandengineerswiththeaidofmachineswhichinturnhavetobebuiltbyhundredsofthousandsofworkersthroughouttheland.Inthisgreatworktherehasbeensplendidcooperationbetweenthegovernmentandindustryandlabor.AndIamverythankful.
Americanindustrialgenius,unmatchedthroughoutalltheworldinthesolutionofproductionproblems,hasbeencalledupontobringitsresourcesanditstalentsintoaction.Manufacturersofwatches,offarmimplements,ofLinotypesandcashregistersandautomobiles,andsewingmachinesandlawnmowersandlocomotives,arenowmakingfusesandbombpackingcratesandtelescopemountsandshellsandpistolsandtanks.
Butallofourpresenteffortsarenotenough.Wemusthavemoreships,moreguns,moreplanes--moreofeverything.Andthiscanbeaccomplishedonlyifwediscardthenotionof"businessasusual."Thisjobcannotbedonemerelybysuperimposingontheexistingproductivefacilitiestheaddedrequirementsofthenationfordefense.Ourdefenseeffortsmustnotbeblockedbythosewhofearthefutureconsequencesofsurplusplantcapacity.Thepossibleconsequencesoffailureofourdefenseeffortsnowaremuchmoretobefeared.Andafterthepresentneedsofourdefensearepast,aproperhandlingofthecountry'speacetimeneedswillrequireallofthenewproductivecapacity,ifnotstillmore.NopessimisticpolicyaboutthefutureofAmericashalldelaytheimmediateexpansionofthoseindustriesessentialtodefense.Weneedthem.
Iwanttomakeitclearthatitisthepurposeofthenationtobuildnowwithallpossiblespeedeverymachine,everyarsenal,everyfactorythatweneedtomanufactureourdefensematerial.Wehavethemen,theskill,thewealth,andaboveall,thewill.Iamconfidentthatifandwhenproductionofconsumerorluxurygoodsincertainindustriesrequirestheuseofmachinesandrawmaterialsthatareessentialfordefensepurposes,thensuchproductionmustyield,andwillgladlyyield,toourprimaryandcompellingpurpose.
SoIappealtotheownersofplants,tothemanagers,totheworkers,toourowngovernmentemployeestoputeveryounceofeffortintoproducingthesemunitionsswiftlyandwithoutstint.WiththisappealIgiveyouthepledgethatallofuswhoareofficersofyourgovernmentwilldevoteourselvestothesamewhole-heartedextenttothegreattaskthatliesahead.
Asplanesandshipsandgunsandshellsareproduced,yourgovernment,withitsdefenseexperts,canthendeterminehowbesttousethemtodefendthishemisphere.Thedecisionastohowmuchshallbesentabroadandhowmuchshallremainathomemustbemadeonthebasisofouroverallmilitarynecessities.
Wemustbethegreatarsenalofdemocracy.
Forusthisisanemergencyasseriousaswaritself.Wemustapplyourselvestoourtaskwiththesameresolution,thesamesenseofurgency,thesamespiritofpatriotismandsacrificeaswewouldshowwereweatwar.
WehavefurnishedtheBritishgreatmaterialsupportandwewillfurnishfarmoreinthefuture.Therewillbeno"bottlenecks"inourdeterminationtoaidGreatBritain.Nodictator,nocombinationofdictators,willweakenthatdeterminationbythreatsofhowtheywillconstruethatdetermination.TheBritishhavereceivedinvaluablemilitarysupportfromtheheroicGreekArmyandfromtheforcesofallthegovernmentsinexile.Theirstrengthisgrowing.Itisthestrengthofmenandwomenwhovaluetheirfreedommorehighlythantheyvaluetheirlives.
IbelievethattheAxispowersarenotgoingtowinthiswar.Ibasethatbeliefonthelatestandbestofinformation.
Wehavenoexcusefordefeatism.Wehaveeverygoodreasonforhope--hopeforpeace,yes,andhopeforthedefenseofourcivilizationandforthebuildingofabettercivilizationinthefuture.IhavetheprofoundconvictionthattheAmericanpeoplearenowdeterminedtoputforthamightiereffortthantheyhaveeveryetmadetoincreaseourproductionofalltheimplementsofdefense,tomeetthethreattoourdemocraticfaith.
